Vietnam’s most famous dish is phở, a traditional beef noodle soup known for its rich and aromatic broth. The secret to a great bowl of phở lies in the balance of spices, beef bones, and slow cooking.
For decades, people have debated whether northern or southern Vietnam serves the best phở. In most discussions, northern Vietnam comes out on top because the dish is believed to have originated there in the early 20th century.
After living in southern Vietnam for more than ten years, I have to agree. In my experience, northern phở has a deeper and more balanced flavour. By comparison, many bowls served in the south are sweeter and lighter.
Even so, finding excellent phở in Saigon is not impossible. Although I certainly have not tried every restaurant, I have found one that stands above the rest. For me, Phở Phượng serves the best phở in Saigon.

Phở Phượng is located at 25 Hoàng Sa Street, District 1, opposite the tree-lined banks of the Thị Nghè Canal.
The restaurant moved here several years ago after operating for nearly 30 years near the Điện Biên Phủ traffic circle. As a result, the family has decades of experience perfecting its recipe.
From the outside, the restaurant looks modest. However, the rich aroma of simmering beef broth immediately tells you that something special is waiting inside.

For me, the defining flavours are cinnamon and star anise. Their fragrance is noticeable from the moment the bowl arrives and continues long after the meal ends.
Meanwhile, cloves, ginger, shallots, and slow-cooked beef create a deep savoury base. Together, these ingredients produce a broth that is rich without feeling heavy.
Fresh herbs make the experience even better. Sawtooth coriander, Thai basil, rice paddy herb, and a squeeze of lime brighten every spoonful. As a result, the soup becomes both comforting and refreshing.
The balance of flavours is what makes this bowl so memorable. Nothing overpowers the broth, and every ingredient has a clear purpose.

The restaurant is owned by Ms Phượng, who originally comes from northern Vietnam. She takes great pride in preserving the traditional flavour of her family’s recipe.
Like many of Vietnam’s best local restaurants, Phở Phượng remains a family-run business. Importantly, this is its only location. There are no additional branches, helping maintain the quality and consistency of every bowl.
Prices range from 45,000 to 60,000 VND, making it slightly more expensive than average. Nevertheless, the quality easily justifies the price. Better still, the restaurant stays open throughout the day, so you can enjoy one of the best bowls of pho in Ho Chi Minh City whenever hunger strikes.
